I have an app.config file that is used for debugging, so I would like to have
it in the project, but not under source control.  Is there a way to do this
is Visual Studio 2005 Professional?

Hi Michael,

Try the menu File, Source Control, Exclude XXX from Source Control. For some
reason there is no context menu for this in the Solution Explorer.
