VS 2003 Bug? Changes ID strings to numeric values...

When we highlight a class in class view and select 'Events' in the
'Properties' window, the events under 'Menu Commands' display numeric values
rather than string IDs. The other event sections display the proper string
IDs.

Then, when a change is made to a dialog, a quick look at the .rc file
reveals that the IDE replaced all of the string IDs in the .rc file with
numeric values. We found a hotfix for a similar issue with VS .NET 2002 but
we're using VS .NET 2003.

SW is C++ (no managed code). IDE is VS .NET 2003 (Version is 7.1.3088).

Right now we can only make changes to UI components by editing the text in
the .rc file with the text editor rather than the UI designer or the IDs are
all changed to numeric values and we must undo the checkout of the file. Is
there a hotfix for this issue in VS 2003?
