my 'Projects' start page in VS.net no longer refreshes with the newest
project I've opened/am using.

Is there a preference file somewhere I can delete to 'reset' this?

There is not page or reset option.  About the best you can do is to change the
MRU lists (tools/options/environment/general) to 1, shut down, restart, change
MRU back to your original value.
