1) run an asp.net project in debug mode
2) resize the window that is docked on the right-hand side of the ide.
In the default configuration this is where the properties and
solution explorer windows are located.
After resizing the right-side panel the MSDN home page will load in
the main window.
If this isn't a bug, will someone tell me how to make it stop?

I would say it's a bug, I have seen it too, but I am not sure is MS is aware
of it....

This sometimes, but not always, happens to me when I click the splitter,
even if I don't actually resize the docked window. I haven't found a way to
stop it, but it seems like it happens more frequently when there are no code
tabs open.

bug - bug - bug.
I've only seen it once, but when it happened to me, I couldn't even close the
page -- clicking on the close button would close it, but then it would
immediately re-open. Had to shut down and restart VS.
But, cut MS some slack -- this is only the 13th rev of the product, and I only
paid $2000+ for the VS.NET/VS.NET 03 alpha...
