Do you mean the "Generate Create Scripts..." option is disabled?
If so, it could be caused by several reasons:
1.The VS.NET 2003 is not the Enterprise edition. The PRO edition only allow
generating create scripts against MSDE databases.
2.The machine doesn't install the SQL Client tools, it is necessary to
enable that feature in Visual Studio.
3.The Database is not the SQL Server 2000 or 7.0.

is. how do i find that out?

You can find the full product name of VS.NET 2003 in the Control
Panel-->Add/Remove Programs...
