Broken MSDN library help links

This is the third time I have posted this in the last 3 weeks.  I though
that MSDN subscribers were supposed to get an answer in less than 2
business days.

I have been having problems with links in the MSDN help files from the
January 2004 (and now April 2004) MSDN library.

Many of the links on the various help pages do not work.

For example, on the page
    ms-help://MS.MSDNQTR.2004JAN.1033/devio/base/deviceiocontrol.htm
the apparent link to the CreateFile function appears underlined and in
blue like a normal link, but the cursor does not change to the link
cursor when I position it on the word, nor does clicking on it jump to
anywhere.  It just acts like the link is normal text.

A quick look at the "view source: of the page gives a section like:
       <DT><I>hDevice</I></DT>
       <DD>
           [in]
          Handle to the device on which the operation is to be
performed. The device is typically a volume, directory, file, or stream.
To retrieve a device handle, use the
       <MSHelp:link keywords="base.createfile"
errorURL="../common/badjump.htm" tabindex="0"><b>CreateFile</b>
</MSHelp:link> function. For more information, see Remarks.</DD>

I have uninstalled the library and reinstalled it, and have unregistered
and re-registered the HHCTRL.OCX file with no change in behavior.

How can I correct this problem.
