Installer Package hangs VS.NET while building

I'm experiencing a strange problem - I've got a VB.net solution that
contains two projects.

The first project is a series of windows forms and modules.

The second project is an installer package that contains the output
from the first project, as well as some other files, registry entries,
etc.

The base project works perfectly: I just need to figure out how to
deploy it.

The installer package seems to compile fine (no errors) - first the
vb.net project builds (in Debug mode - but that's how I've got it
configured) - and then the installer package does pre-build validation,
then starts to build.

- then it seems to stall while building the MSI file.

Any suggestions?  I've deleted and re-created the installer project
dozens of times now, and have checked the MSDN website for more info.
I'm using vs.net EA 2003.

Help?
