vs .net 2003 install problem on xp

When i try to install Visual Studio .net on my new Windows XP laptop the
Disk1 install says "Setup has detected that another program requires the
computer to reboot. You must reboot the computer before installing Visual
Studio .NET Prerequisites. Once the system reboots, you need to restart
setup. Click OK etc..."

This happens everytime I run the install, i've tried it ~6-7 times.

Anyone have any idea why this is happening, and how to get round it?
