I'm searching for a tutorial concerning the creation and managment of
an SQL database with a web front end via c#

Microsoft has several samples on their website. Look at SQLDMO.DLL, it has
all of the necessary interfacees to manage SQL Server. The other thing to
look at is SQL Server "Books-On-Line".
