"Cannot create offline cache"   Cannot start Web Application

I can not start/open a Web Application either to a local IIS or remote
server.

The error mesage:
Cannot create the offline cache in
'C:\...\...\VSWebCache\...\asp.net\WebApplication1'.
Invalid character in web
name"/C:/.../.../VSWebCache/.../.../WebApplication1":

MSDN KB had this error relative to Front Page Server Extensions files being
in the ROOT of the computer but that does not apply to my situation.

I am trying to do this on a Tablet PC.

I am running IIS fie and I can make C# applications just not Web
applications.
