Crystal Reports - Load Report Failed

I have gone through the crnet_deployment.doc and included the merge modules
necessary.  Here are the merge modules I included.

Crystal_Managed2003.msm
Crystal_Database_Access2003.msm
Crystal_Database_Access2003_enu.msm
Crystal_RegWiz2003.msm

And since I use ADO.NET I also included:
VC_User_CRT71_RTL_X86_---.msm
VC_User_STL71_RTL_X86_---.msm

It still gives me the error.  I also checked the version of ATL.dll and the
system found it in 3 locations on the C drive.  Two were version numbers
3.0.9435 and the other was 3.0.8449.0

Why am I still getting this error?  The PC in question is running Windows
2000 and I ran dotnetfx.exe version 1.1.4322.573 to update it so it accepts
.NET applications.

Can someone please help me?  I've been fighting with this for weeks now.

Try this one:

In your setup project right click on the crystal report merge module
included. In the property window, expand the mergemodule properties and type
the license code of your crystal report into the "Keycode" proeprty.

I forgot to mention that I already did that. I appreciate the reply.  Any
other ideas?
