VS.NET and W/CE

I'm trying to port a .NET app consisting of a VB.NET and a VC++.dll for W/CE.
Following Microsoft instructions, I downloaded and installed SDK for Windows
Mobile 2003-based Pocket PCs, eVC++ 4.0 and eVC++ 4.0 SP4.

According to the documentation, there should be a "Smart Device" wizard when
creating a new project, but there is no such wizard on my VisualStudio 2002.

Should I install something else? Any ideas?

Smart Device is not avalible in VS2002 only VS2003 Pro.

Do I have to buy the Professional Visual Studio to make CE aplications?  I am
a hobbiest and am just learning.  If I use c# isn't the CLR supposed to be
platform independent?  Why can't we just build the application (with only
.net compact supported objects) and transport it to a CE device?
