We have just purchased a dedicated server for TFS. (The old one was
struggling under the load).
The many projects that are on the old one need to be migrated to the new one
Does anyone have a tool to do an export of a project followed by an import
of the exported data?

There are instructions in the documentation on how to move between
servers.  As long as you follow the steps, it will work fine.
