Upgrading from 2002 to 2003:Error

Hi!
I am trying to upgrade the .NET framework from Version
1.0.3705 to VS .NET 2003 Enterprise Architect. We have
valid licences to upgrade but when I try to run the setup
I get an error message that says:
Error 1606: Could not access network location
%ALLUSERSPROFILE%\Start Menu\Programs\Administrative
Tools\.
Any ideas why I should be getting this message?

Is the account that you are using to do the upgrade an member of the
administrator's group on the machine being upgraded?
