Windows Installer problem

I am trying to install EIF and I get the following error:

Product: Enterprise Instrumentation -- Error 1720. There
is a problem with this Windows Installer package. A script
required for this install to complete could not be run.
Contact your support personnel or package vendor.  Custom
action IsDotNetInstalled script error -2147024769, :

I am running:
XP Pro
VS.Net 2003

Does anybody have any ideas on this error?

I am getting exactly the same message, I read all the 'read-me' files and still can not get it to install !

I installed the Windows Script 5.6 and every thing installed fine.  The download is located at

I have installed  the Windows Script 5.6 ,but it's not resolved yet.
