EIF configuration file cannot load types error.

I have an intermittent problems when using EIF with a web application.
During development the EIF configuration file associated with a web
application will work correctly.  However, after a while we will start
getting messages in the Windows Event Log that the EIF configuration file
cannot be read or validated and that types in the logging sink assembly or
the enterprise instrumentation schema cannot be loaded.

This configuration file was derived from a configuration file that is being
used with .NET applications that are not part of a web application.

Is there anything in IIS's caching of files, etc. that might be causing this
behavior?  Has this been observed before?

This is a new one on me - can you send an example of the full error message?

You can sometimes see the error message when the EIF.config file is
modified by a separate app and it still has the EIF.config file open. The
instrumented application tries to read it and cant open it. When the
separate app closes the file, the instrumented app gets another "EIF.config
file changed" event and then opens the file successfully.

Does the instrumented app eventually report that it can read in the
EIF.config file, or does it just get into a bad state?
