TFS 2008 Build permissions issue

One of the My organization recently upgraded to TFS 2008.

For project A, I have two project administrators.  Both project
administrators have rights (allow) to "Administer a build".

One of the administrators can create a new build definition and queue
builds.  The other administrator has a red "x" on his build folder and the
"New Build Definition..." menu choice s greyed out.

My forehead is flat from banging my head against the desk.  Any direction
would be greatly appreciated.
