Unable to start debugging com+

Hello everyone,
   I was able to debug with no problems until I tried to debug this one
time and the IDE froze. I killed the aspnet_wp.exe service and then restarted
IIS and the IDE came back, but I couldn't do anything so ended the task.
When I restarted VS 2003 and tried to debug I got the Unable to start
debugging, access denied. I got past that problem and now I erceive this
error:

"Error While trying to run project: Unable to start debugging on the web
server. The COM+ registry database detected a system error."

I'm running windows xp sp2, vs 2003, .net 1.1 sp1.
I forgot to mention I also reinstalled the framework, but that didn't help.

Update:
  I restarted in Debug mode and I now get the access denied error again. My
user is part of the admin group and debug group. Everyone has full access to
C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET Files.

Any other ideas?

Now it went back to the same com+ error. Someone please help
