automate setup project

i am creating a tool that needs to configure and build a Setup Project (MSI)
through automation to include multiple project outputs and configure custom
actions for those outputs to execute an installer class.  Is this capability
available through the general extensibility model, through the VSIP program
or not at all?

Any links, samples, etc... would be appreciated.

can anybody point me ANYTHING on this?
could this be done by using ExecuteCommand. is there a reference of what
commands are available and their parameters?

I did something where it uses the web project template the visual
studio has and then after the project is created it modifies the newly
created project with the specific settings I want. Like setting the
namespace, the debug settings, the output file and some defauly company
references. Is that the sort of thing you are looking for?
