Can someone please tell me what the event toaster icon in the system tray is
for when VS is running?

You can configure VS to display pop-up messages for build events, etc...

Configure it using Tools->Options->PowerToys->EventToaster

It helps if you don't like to sit around waiting for a long build to
finish.
