Is xml case sensitive?

For example, when passing an xml document between
different vendor systems, would "utf-8" be distinctly
different than "UTF-8"?

I have understanding that encoding values are not case-sensitive because XML
is dependent on ISO and  IANA standards for character encoding names, but
they are an exception. Correct me if I am wrong.
