I get the error message
Unable to connect to the remote server
The webservices runs on localhost. What can I do about this?

You have to check your security accesses and permissions of your virtual
directory in your IIS. There are a lot of factors which prompts you this
error. Try to list out the things that you have done prior to run your web
service, then we might be able to point out what's missing and what's wrong.
