system administrator

Whenever I try to click on the control panel or add or remove programs I get
a message that reads "this action has been cancelled because of restrictions
on this computer.Contact system administrator." What do I do to correct this?

Have you tried contacting your system administrator?

The same thing happens to me when I try to open internet properties or use
the restoe function.

I am getting the same message, and I am the system administrator on my home
computer.  Did anyone ever provide an answer on how to fix the problem?  I
have the same exact problem.
