Automated requests to web service

Hi

I would like to set up a web service that users can request automatically
information, it seems to me that web service requests are done using the
Post method

What is the way to sort it out?

The database of the users is relying on my changing data, for instance, if
you want to show the stock market indexes on your website you would then
have to query another web service without user's interference
