is there some option of setting up a "personal web server" on win xp
home edition where i can create and test a web service locally or is a
server os required?

try cassini, you can find it in www.asp.net or get your hands on whidbey
beta 2, it ship with it's own web server. you don't need no IIS anymore

By default IIS comes with Windows, try installing the same.
