Checkout Error when consuming WSDL

When attempting to consume a WSDL using the Visual Basic Beta Express, I get
a Checkout Error with the error text

"Failed to check out the file

The service Microsoft.VisualStudio.Shell.Interop.IVsRunningDocumentTable
must be installed for this operation to succeed. Ensure that this service is
available

Check the source control server status and try again"

This is happening on Windows XP professional. I have tried this on a Windows
2000 machine and did not encounter this problem.

How do I go about rectifying this?

Its a beta, meaning not ready for production use.  If you run into
problems you are on your own.  and i kind of doubt there aqre many
people on here that can re-write the visual studio code to fix those
kinds of bugs
