Taking a first look at WSE 3.0 I've noticed the changed format of the policy
file. Obviously simpler than the old, but how will I deliver my policy to
other parties (not necessarily Microsoft shops) who need to configure a
client to talk to me? It seemed the old format was based on WS-Policy and
WS-SecurityPolicy (or something like that) which would - in theory at least -
would make for interchange with other parties.

I had the same question and got this reply from Microsoft:
"WSE 3.0 no longer implements WS-SecurityPolicy, as this specification is in
the standardization process and has changed significantly since the WSE 2.0
release, which followed an early draft. Policy in WSE 3.0 should be regarded
as a configuration binding for your service."
I was also told that no other vendors implemented WS-SecurityPolicy
