WS-SecureConversation is a specification that builds upon WS-Security and
WS-Trust. Essentially, it defines a protocol for establishing a security
context between two endpoints.
I recommend reviewing appendix I of the WS-SecureConversation specification.
It outlines the following sample usages for WS-SecureConversation that
parallel specific TLS/SSL scenarios:
* Anonymous SCT
* Mutual Authentication SCT
* Token Discovery Using RST/RSTR

Exactly John, I don't see why the original asker want to do this.
Isn't WS-SecureConversation supposed to be the "transport protocol
independent" equivalent of SSL?
In other words:
SSL works om protocol level, WS-SecureConversation works on message-level
(some might even say application level according to the OSI stack)
My few cents. Comments?
