I am not quite sure where this should be posted becuase I couldn't see a WCF
subject group.
I have developed a WCF application but can see that when launching multiple
threads it does not work past two threads. I had a similar problem with a
webclient application and WSE, where it would not allow more than two
connection at once. I resolved this by adding the following to the .config
<system.net>
<connectionManagement>
<add address ="*" maxconnection ="12" />
</connectionManagement>
</system.net>
This does not appear to have any affect for the WCF application. Is there
other config options that need to be added maybe to the servicemodel section?

As for WCF specific issue, you can post in the WCF MSDN forum:

there are also other forums on .net 3.0 technologies. For the problem you
meet here, you can have a look at the connection limit of the Binding of
WCF service. e.g.

the basic network connection limit setting in .net configuration file
should still work for .NET 3.0 application.
