WSE2 Policy problem

I tried to set up the Policy example from the Hands on Labs, and now I'm
trying to set up another policy, and I keep getting stuck when it's time
to select the X509 Certificate.

I get through setting up the uri, adding roles just fine, and when I
click "Select Certificate" nothing happens (No hourglass, window still
responsive) It's on this screen:

Any ideas?

I also had this some time ago, but only when I was using W2K (XP was ok) and
WSE2. I believe WSAA SP1 has fixed this behaviour.
