Thanks. It occurred to me that WSE 2.0 might be dependendent on WinHTTP 5.1,
which didn't get into W2K Datacenter SP3 or SP4.
(Apparently WinHttp 5.1 is part of Microsoft Security Bulletin MS04-011, so
that's a way to get it onto Datacenter).

WSE is not dependent on WinHttp (actually if you just WSE messaging you
don't even need IIS).
