as i say before, the add-in does not appear in the "add-in manager".
may be if i manually register the add-in it will appear

I recall reading somewhere that when you install WSE 3.0 you need to have
VS2005 running, in order for the add-in to register properly. Otherwise the
error you have described occurs. May be worth trying, anyway. Uninstall and
then install again, with VS running. Let me know if this works.

According to this blog post

you installed wse using the CUSTOM option, rather than the DEVELOPER option,
the add-in does not get added in unless you explictly choose that option
during hte setup.
I'll take a stab that this is what happened to you.
Try the install again and either use the developer option or be sure to
check for that "ADD-IN" setting if you use the custom install.

You can re-register the WSE Addin Tool with this command
devenv.exe /resetaddin WseSettings.Connect /command File.Exit
