How to change the Default Algorithms used.

We are trying to generate a Signed and Encrypted message using WSE 3.0

The Deafult Key Encryption Algorithm used is RSAOAEP, we want to change this
to RSA15

We are following the sample in the doc :

But no luck, it still uses RSAOAEP.

Can you please help us on this
