The .NET framework is designed to run applications that need the .NET
framework in order to run. Not every application out there will require .NET,
but alot of them will sooner or later. J# is a certain flavour of .NET and is
directed towards a special type of .NET application. It is a safe precaution
to install the .NET framework along with the J# package just to make sure
that the user can run any programs that they may need to run. As for taking
up disk space... i'm not sure how much space the entire framework would
require, but i can't imagine it being too substantial.
