I've never seen it, but when I need to edit one (usually a messup from copying
a class, or with .resx files) I just go to the directory and [Right-Click]->Send
To->EditPlus (or your favorite text editor)

So far I haven't got any known IDE command that will let you edit the
source of the vbproj file. Are you wantting to edit some value in the
vbproj file at build time? If you're sure which part you need to edit and
wand to do it programmatically, you can consider using some XML API to load
it into XMLDocument and manipulate the XMLDocument.
