Unfortunately, I can't tell what is causing this error, although I'd take a guess that it's an installation gone wrong. Did you uninstall the .net framework (or some other software) immediately after installation, before you'd restarted the machine?
The other option (although I can't quite see the mechanism) is that you've disturbed some other software by removing the framework. The way you phrased your question implies a coulpe of things you may not be quite straight on:
1. The .net framework is not for developers. It is needed by users of any program written to target the .net framework. Commercial programs that fall into this category are currently few and far between but the number is growing.
2. The .net framework is not normally downloaded automatically. Certainly, the default for Windows Update is that you would have had to explicitly request this download (by ticking a box) at some stage. I don't know whether any settings would alter this. Critical Updates for the framework are, I think, supplied automatically once it is installed.
I'm wondering, therefore, if you do actually have a program installed that requires the framework to be present. Try reinstalling it!
If you're sure you don't have any software that requires the framework, try reinstalling it anyway and, if you wish, unistalling again (after a reboot) to see if that solves your problem.

i have the same problem and i tried reinstalling .net framework 1.1 from microsoft but the installation fails, i get another error 1018 as it tries to install.
this is a very annoying problem and i don't know what to do anymore
any help would be appreciated
