RegSvcs.exe fails to register dll during .NET install

While trying to install the .NET Framework 1.1 on XP Pro and NT 4
computers, I recieve an error at the end of the installation when
setup is trying to register System.EnterpriseServices.dll
-------------------------------------------
This is the dialog:

(title) RegSvcs.exe - Common language runtime could not run the given
program

(content) Could not run the give program. _CoreExeMain failed.
--------------------------------------------
I had MSI create a verbose install log, and the log file says it
returned a 3 value when performing this registration action when it
requires a different value. (I believe it requires a zero.) Are there
any fixes for this problem?

Hello,

I wonder if you have found solution to this problem. I have similar setup,
XP Pro SP2, after installing .Net 1.1 SP1 it was broken. Now my Visual Studio
2003 isn't working and I'm facing reinstalling OS. I'll post separate message
if there is no solution yet.

I have yet to find a solution. Are their any system components, ie:
WMI, IIS, etc., that the .NET Framework depends on to install, that
Microsoft fails to mention on its web site? (and if so, what version
number or product ID)
