.NET Framework Setup failed

I've tried to install framework 1.1 on Win2K server (SP4 +
all updates) and Installer always failed with
message : "Microsoft .NET Framework Setup failed.  If this
problem continues, contact Product Support Services".
In EventLog message was : "Failed to connect to server.
Error: 0x80040154".
I checked installel log (DotNetFx.log) and it ends with
msg : "[Install.exe] ReturnCode=1601"

Hello Tom,

Please reboot your machine and try the installation again.
If this does not resolve the problem rerun setup with the following command
line - /c:"install /l".
This will create an additional log - netfx.log in your %temp% directory.
Look at this log for information that may help diagnosing the problem.
