What makes a project need a manifest?

I am getting the error
Error    1    Unable to find manifest signing certificate in the certificate
store.    MakoRoboticsTester
immediately when I try to build a C# poject in VS 2005.  It is a project I
inherited.  The fellow who created the project said he never created a
manifist or a dependancy on one deliberately.   It looks like the manifest
refered to is for Microsoft SQL Server 2005.  But the originator says the
project doesn't actually use SQL Server and it is probably some accidental
artifact of installing either VS or SQL on his development machine.  
What maked a project look for a manifest in the first place? Is there a way
to turn it off?

It was simple in the end.  Uncheck "Sign the ClickOne manifests " in the
signing tab of the project properties from the solution explorer.
