strong name key pair - internal error occuring problem...

Hi,

I have BizTalk Server 2004 and VS.NET installed on my machine. While
generating strong name key pair using command
sn -k Test.snk from VS.NET command prompt. It throws:

Failed to generate a Strong name key pair - An internal server error.

What am i missing here????
