This is a problem with anonymous access. I would check the properties in
IIS for the Quick Starts virtual directory and remove anonymous access.

Tim,
I tried disabling the anonymous access to no avail. Once this is done,
is there another step? For instance, should I enter something into the
Authenticated Access Default Domain and Realm fields?
Thanks very much,
Jared Riley
