1) From C# code how can we tell if the J# redistributable is installed?
2) If not, what url should we use to take them right to downloading it?

For J#, you may query the version numer under:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Micro
soft Visual J# 2.0 Redistributable Package
The download link can be:

918f7/vjredist.exe
However I still think you may include the redist package in your
installation.
