IIS comes with Windows, so you have to go to Add and Remove Programs in the
Control Panel and select the Add/Remove Windows Componenets button on the
left side of the screen. This, of course, assumes that you do not have
Windows XP Home.

But I do have Windows XP Home. Is there anyway to run the SDK Quickstart
Tutorials short of upgrading to XP Pro?

Here is one of several links that show you how to get IIS on your Windows XP
Home:

If you are planning to do a lot of development, even if it's hobby-based,
you should consider upgrading to Windows XP Pro.
