AOL last autumn seems to have decided to pull the plug on that stuff.
The Mozilla organization by now has a deal with AOL to get licenses to
republish most of the stuff, some of that can be found here:

The focus of developer.netscape.com was certainly on Netscape browsers
which run on multipe platforms. The focus of developer-test.mozilla.org
is certainly on Mozilla and developing for or with Mozilla but Mozilla
runs on multiple platforms. Mozilla implements many web standards like
ECMAScript, HTML, CSS, W3C DOM thus if you develop for Mozilla with the
focus on such standards then you have a good chance to write cross
browser code.
If you have further questions on Mozilla and developer-test.mozilla.org
then I suggest to use one of the newsgroups on news.mozilla.org as this
JScript.NET seems the wrong place.

Unfortunately, W3C standards have nothing to help with cross-browserness.
Each browser has its own standards.
