Is OleInitialize required in this case

You must initialize Component Object Model (COM) with CoInitialize or
OleInitialize prior to calling SHGetFileInfo

This statement appears in the Help at location Window Shell and Control.

Does it apply for DotNet VB?

I'm using SHGetFileInfo without initialize and it appears to be working but
just noticed that statement.

No, it's done by the runtime before your code runs.
