Hello all,
           does anyone have any figures (percentage or otherwise) that
reflect any degradation of .NET application performance when they have been
made world ready and localized?

In VS 2003, if you are using Resource files, the resource fallback mechanism
is supposed to reduce the performance by about 30%. This handicap has been
fixed in VS 2005.
