I don't know about the Japan version of Windows but a japanese who have
bought the japan version of Windows and use it should be able to read what's
displayed on his/her screen for stuff like this.
If Microsoft have translated the IE menus and other things but have excluded
the Browse button from the translation, then I don't think you can do
something about it.

language versions of Windows.
