create new windows user

In windows XP on a stand alone computer, following the instructions provided
by the Help program does not provide the correct instructions to create a new
user.  After opening User Accounts in control panel I'm instructed to chose
"create new user". That choice does not exist.  The closest label on a button
is "Add" under Users of This Computer. When I chose that and type a name for
a user to add I get an error message indicating that user does not exist and
can't be added. What am I doing wrong?

If you do not see "Create a New Account" as an option in the User Accounts
dialog, you must be using a restricted account. Try signing on with your
administrator account.

If the above does not solve your problem, please consider posting future
questions in a Windows XP group, rather than in this .NET Framework group.
