Problem to Create A new Project from VS.NET 2003

Anyone know what is wrong with my VS.NET?? Please Help! I have installed the
VS.NET 2003 recently. When I try to create a new Web Application project (C#
or VB), an Error message popup: "Visual Studio.NET has detected that the
specified Web server is not running ASP.NET. You will be unable to run
ASP.NET Web applications or serverices."

Background for your analysis: Windows pro 2000, IIS 5.0; installed ASP.NET
1.1 by using "aspnet_regiis -i"; ASP.NET State Service in Services is Started.
