MSMQ on windows 2003 'Queue is not registered in the DS' error

Hi,

I'm trying to test MSMQ on windows 2003 but I keep on getting
"System.Messaging.MessageQueueException: Queue is not registered in the DS",
when I try to create the queue.
I have windows 2003 installed in workgroup mode.
Any idea how do I solve this without installing DS.
